I just got this promo to try to entice non store eBayers into signing up for a store. They are offering a 20% discount from your final fee. Dont you already get this from being a power seller? (As long as you meet the requirements)
I am getting more and more requests to open a store lately. Personally I dont need to, and I dont want to. I do wonder how long before EBay makes it a requirement.

You get a 20% discount off of item fvf if you are a top rated seller..not powerseller.
The promo that you are looking at doesn't give 20% off of all final value fees, it is only saying that if you sell high priced items the maximum fee you will pay for fvf will be $200 rather than $250. The promo benefits very few sellers.

If eBay WANTS us to save $$$ in final value fees, then give us the free promos to list them and reduce $$ in final value fees!! Not this worthless idiot promo that a high percent of sellers cannot have! Duh to eBay!!

As much as having a store has been advantageous for me personally, I recognize that there may be no benefit to it for many sellers.
However, I suspect what eBay wants -- and the reason they're promoting stores -- is a steady, reliable stream of subscription income that makes their accounting simpler.
The stupid fee incentive is just that -- stupid. It's only of any value to someone with a lot of very expensive articles to sell, and only for a limited time anyway. You'd have to be selling a lot of goods worth $2300 or more each to make it worthwhile. But I imagine a lot of sellers will read it the way you did and think they'll get 20% off all fees.
Don't fall for it if you're not interested in having a store and not selling things like diamond jewellery, etc. No one will force you - at least not yet.
