PAYPAL refunds a customer before the goods arrival date

I recently had a case where I shipped by CANADA POST and the customer had requested "SURFACE MAIL" the CANADA POST standard was 6-8 weeks delivery.

8 weeks is not due until 13th December.

Just prior to 6 weeks the buyer told me via EBAY email that EBAY had contacted him to say that if the parcel had not arrived to contact PAYPAL and take a case against against me.

PAYPAL then contacted me I posted lots of data stating that the parcel was not due for between 4 and 18 days yet and the buyer is a bit anxious.

I posted lots of supporting data to PAYPAL which they ignored and found the case in favour of the buyer, even though the TRACKING BY CANADA POST which PAYPAL were alerted to said STILL IN TRANSIT and they refunded the buyer!!

The buyer after receiving money from PAYPAL then gave me negative feedback saying a bad experience. How can this be the deadline for delivery has still not arrived yet, which the buyer knew before the bid was placed. PAYPAL & EBAY have full knowledge of this plus the TRACKING DATA.

Bad experience, the buyer has a refund and CD's are due in a few days happy. I get negative ffeedback, the buyer gets a refund and the auction items for nothing.

Has anyone else had such a nightmare.

What's the point of all this...... there is NO seller support.

The new deadlines for buyers to file a claim for purchases on eBay.com are as follows:

Update: The new timeline for opening a case is 30 days after the latest estimated delivery date.

To improve the resolution process for both buyers and sellers, the last day to open an eBay Buyer Protection case is changing from 45 days from payment date to no later than 30 days after actual (or latest estimated) delivery date*. This will give all buyers, international and domestic, the same amount of time after actually receiving or expecting to receive their item, to open an eBay Buyer Protection case. There is a transition period to make this go more smoothly.

The last day a buyer can open an eBay Buyer Protection case for transactions:

  • before October 26, 2013, is 45 days from payment date or 30 days after actual (or latest estimated) delivery date, whichever is later.

  • on or after October 26, 2013 with delivery dates on or before November 10, 2013, is December 9, 2013.

  • with actual or estimated delivery dates after November 10, 2013, is 30 days after actual (or latest estimated) delivery date.

*When we have no shipping or delivery information, we consider the latest estimated delivery date to be 7 days from payment date for transactions between a buyer and seller in the same country, and 30 days from the payment date for buyers and sellers in different countries.

On eBay.ca, the rules are different:

http://pages.ebay.ca/help/buy/protection-programs.html

"You can open a case only through the eBay country site where you purchased the item. Also, keep in mind there are deadlines for opening a case -- usually within 45 days of the listing ending."

Only sellers who use Surface Mail run into this! I never offer surface and decline any request from buyers to use it for overseas shipments.

Surface is fine to send a gift to your grandmother or you old school buddies but it's totally inappropriate for today's mail order environment.

I agree completely.  And surface mail, despite the tracking, is also totally at odds with eBay's current policies -- oil and water.
