Here is a quote from the first message:
"What is the Promotion?
Sellers ("Sellers") who activate the offer, and pursuant to the terms and conditions set forth herein, list during the Promotion Period, will pay (i) zero insertion fee, (ii) a final value fee capped at $1 per item; (iii) a final value fee capped at $1 on shipping, for the first 5 items created; and “(iii) a final value fee capped at $1 on shipping if shipping cost is charged (“Promotion”)."
The question is, does the $1 Final value fee apply only to the sell price, or to the shipping as well?

I think that in the past they’ve charged $1 for the item plus a $1 for shipping.

$1 cap on item sale price FVF plus a $1 cap on item shipping FVF.
Same as all previous offers of this type.
From the Terms and Conditions
Sellers who activate the offer, for the first 5 items created will pay
* zero insertion fee,
* a final value fee capped at $1 per item;
* a final value fee capped at $1 on shipping if shipping cost is charged.
Only valid for listings on the Canadian sites at www.ebay.ca or www.cafr.ebay.ca, or with an eBay Mobile application in Canada.

To make it worth your while, make sure to list 5 higher priced items.

I was correct listing offer ended right at 9 pm, which would have been 8 pm yesterday. Sneaky way to cheat thousands of ebay sellers out of an hour of listing time. By design or just sheer stupidity? You decide.
Stupidity would be any seller who does not pay attention to time.
Especially when talking about putting together 5 listings -- 500 would be a different matter.

Well I did list my 5 items BEFORE it ended. Unfortunate for some others. Still my comment remains valid. The listing offer WAS in reality an hour shorter than advertised.
Show me where ebay said the offer was for 48 hours.
This Promotion will begin on March 9, 2019, at 00:00:01 ET (12:00AM plus one second), and will end on March 10, 2019 at 23:59:59 ET (11:59PM plus 59 seconds), for listings on www.ebay.ca or www.cafr.ebay.ca (the "Promotion Period").

Here's a question for you.
I got this offer in an email from ebay.
I accepted the offer.
I then listed 5 auction items.
I then looked on my seller hub page, and there was no mention of this offer (other offers are there, but not this one!).
I have two different ebay accounts, so checked them both, just to be sure, and neither shows this offer.
What do you make of that?

Click on "view expired offers" -- the "free listing" time part of the offer has expired -- which is why the dumb ebay computers move the offer to the expired section. $1 FVF portion of the offer still does work if the items sell.

So out of curiosity how is everyone making out with this offer? All 5 items fly off the shelf? Personally, nada, zippo, nil, zero to date.

I actually sold one of my higher priced items yesterday for $100.00 . So it was nice to only have to pay $1.00 for final fees & shipping. Hope the other 4 items sell too.

Good stuff @2nd-time-around-jewelry . Congrats!! The offers we get I politely call them The eBay Sellers Sweepstakes. You can't win if you don't buy a ticket. Your odds are right up there with the Roll up the rim promotion!!! Drat!! Try again!!!

Have one auction that will sell this weekend .... only small amount of fvf savings expected unless a bidding war breaks out. Past promotions of this type have usually resulted in savings, never more than 1 or 2 sales out of 5 tries though.
03-16-2019 08:23 PM
I saved about $14 in fees so far, still a few items left that may sell.
03-18-2019 10:04 PM
I made a sale with this promotion and noticed it did not adjust the FVF. So now I'm out $60 and need to call eBay, hooray.

I don’t see the sale...was it on another ID?
