The Gallery fee is not free for all listing categories. (See screenshot below). If you can confirm listings where it is being charged..(open and check) you can end those listings and relist without it being checked off. If you create a listing using it and hover down at the bottom of the listing before sending system will show what any charges are for.
See post 2 from the attached discussion for procedure to remove gallery fee for listing where it IS being charged. The procedure should NOT remove where it is free. No promises.

I am in Alberta so if it was displaying correctly it should show 1.00 for the fee. The .05 would be GST which would get added at billing depending in the province you are located in.
This was never correced when the charge was increased on the associated seasonal update. (When a number of sellers were charged across the board glitch. Feb 23)
