If you can get it to work, Snap Ship is the winner until the end of July.

Sorry, you will probably want to ignore my post. I was describing how to sign into a Canada Post account which probably isn't a help to you unless you already have set up a user name and password.

I just made a Snap Ship account and I'm not seeing that additional 15% discount quoted... do you need to go all the way through to checking out to see that additional 15% discount?
Yes, you need to reach the payment page.
You can still go back to make changes since you haven't paid at that point.
The discount is on top of any other discounts and has it's own special promo line on the Payment page.
Probably set up this way so they can do other types of promo discounts in the future.

Adding Shippo into the mix, I take another look at some International numbers.
Values for a package going to Northern Ireland (UK), 23x16x12 cm, 970g
Small Packet (surface)
at under $20, it's a reasonable price but not recommended for eBay sales because of the delivery time.
Small Packet (air)
Over the counter - $38.72
eBay linked through Paypal - $38.72
Paypal direct - $38.15
Snap Ship (tier 1, after July 31) - $38.15
Snap Ship (tier 1, until July 31) - $32.43
eBay rate using Shippo (until January 15) - $31.66
For Small Packet, use the eBay rate via goShippo, com for best value.
Hopefully the eBay discount will continue beyond January 15 next year.
...
Tracked packet
Over the counter - $64.14
eBay linked through Paypal - $53.59
Paypal direct - $53.88
eBay rate using Shippo - $53.88
Snap Ship (tier 1, after July 31) - $53.88
Snap Ship (tier 1, until July 31) - $45.80
Snap Ship wins until July 31, then not much choice in online rates after that.
...
Xpresspost
Over the counter - $75.40
eBay linked through Paypal - $70.96
Paypal direct - $70.29
eBay rate using Shippo - $70.29
Snap Ship (tier 1, after July 31) - $70.29
Snap Ship (tier 1, until July 31) - $59.75
Snap Ship wins until July 31, then not much choice in online rates after that.
...
The only time to use the over-the-counter rate is if you have a bunch of discounted stamps (and a package big enough to be covered in stamps).

Just got a message from eBay today (June 28):
As of today, selecting the "Print shipping labels" link on eBay.ca will now direct you to Shippo to set up your Shippo account and print your discounted Canada Post labels. eBay’s label printing platform on PayPal is no longer available.
Don't know if this is a general message or if eBay is doing a gradual rollout.
Yesterday my eBay link was to paypal.
Now I need a sale to see if the eBay link to Shippo works correctly. Going directly to goshippo.com does work for me since I have it set up so sales info is automatically pulled from eBay.

I also got the message today.
Regarding discounts, it seems that using Shippo will be almost the same as using PayPal. Except maybe for some small packets (not all). Very disappointing 😞
With that said, my biggest disappointment and frustration is loosing the Light Packet option as more than 50% of my items are shipped that way.

Alternate method: Attach address, attach CN22 label, add discounted stamps, drop in mail box.
