When eBay started sending money direct (without payPal) I submitted my US dollar account which is in a Candian bank namely Bank of Montreal (BMO) . It was rejected and I had to give my Candian dollar chequing account number to receive my money from eBay. I wanted to get paid in US dollars to my BMO US dollar account as I do other business in US dollars and therefore will save the exchange fees. Why ??

That shouldn't be happening. But....
Early on in the switchover, all accounts had to be Canadian banks and chequing and in loonies.
They still have to be Canadian and chequing, but we now can have USD accounts.
Apparently we can change our accounts to another-- which makes sense since people do decide to go with different banks for reasons unrelated to eBay-- and I have seen it mentioned.
But I don't really have advice on how to do it.
I will assume that your USD account was a chequing account?

The most common cause for it being rejected that I've been hearing is the bank account owner name doesn't match either your legal business name registered in your profile or your legal name which leads to compliance flagging your ebay account (the neat trick here is they won't actually tell you this unless you ask). Needs to be matched exactly. Other than that that the USD account needs the branch and transit information to be tied to a Canadian branch. A few posters have posted they've had problems with payouts with RBC.
If the account it is based in Canada and the PAD agreement matches exactly to the bank account there should be ZERO reason why the transfer doesn't go through. You may want to give ebay a ring and ask them to confirm if compliance is blocking payouts to that account and why. Some sellers are being required to go through manual verification of their banking information thanks to what I can only ascribe to ebay incompetence and some **bleep** poor algorithms going astray.

When did you register for MP?
When you first registered did you submit the US Dollar account at that time or did you try to change it later?
Was it a US Dollar Chequeing account?
Do the names on the account and the name of your eBay registration match exactly?
