What are people thinking that insurance covers?
Damage in transit of course, but Canada Post is pretty grumpy about that, putting most of the onus for damage on poor packing by the sender.
Tire marks on the package and an explanatory note from CPO might win an insurance claim.
But does insurance cover delays? Loss? How long must the delay or loss last before CPO will entertain such a claim?
Third party or Cookie Jar Insurance (self-insurance) would seem more useful and often cheaper.

I'm fairly sure that most of us know that insurance is for loss and in some cases, damage. I'm not a big fan of insurance in most cases however if I was sending an item for $750, I would likely purchase insurance. It would take a long time to make up a loss of $750 via cookie jar insurance.

When I buy my labels at the PO the clerk always tells me the Expedited label includes $100 in insurance and asks if I want to buy more.

I'm not sure what you're trying to point out here.
$2.54 is just $2.25 plus tax, so eBay Labels is just telling you the total cost (incl. tax) to insure your parcel per $100.

I retested my math using the CP postage calculator. When I included 100 insurance to a Regular Parcel the total increased by 2.25 plus 11 cents 5 %GST (AB) = 2.36.
(eBay as standard practice rounds up per line when applying taxes. Total would be 12 cents.

$2.54 is $2.25+13% HST, which makes sense because in your eBay Labels screenshot you mentioned it was going to Ontario, and since eBay uses Commercial rates you get charged the taxes of the destination province.
When you do the calculation on the Canada Post site it's just giving you the consumer rate, in which case since you're mailing from Alberta you only pay the 5% GST, which is why you're seeing $2.36.
