Seems shippo is down half the time when I try to work, but that aside now no matter what I do FROM Canada, shippo and Canada post are making PR show not as USA and $200 international shipping, to which a Buyer is abusing the
Loophole and trying to take advantage of me for a forty dollar item with 18 dollar shipping Canada -USA.

I’m sure the are aware at time
Of Purchase of this loophole that technically maybe they are USA but physically not USA.

PR does get the same USPS rates as the US but in Shippo you need to physically change the country to the US. I had to do that a while ago.

PR is considered as being part of the US so you don't want to block them but if you don't want sales from other countries you need to block them, not just say that you only ship to Canada and the US.

Go to my ebay - account - site preferences - buyer requirements

Check off 'block buyers with a primary shipping address in a country that I don't ship to"

If you don't have that block checked off then buyers in other countries see that you 'may not' ship to their country.
