can't remove International shipping option from listing

I have changed this so many times, different ways, and the listing still states "Ships worldwide". I don't and I don't want to. What on earth am I doing wrong? I revised all of my listings to state ships to Canada and US. I'm in Canada, listing#231767184158

I have the exact opposite problem. I have an exclusion list that I did not create and the tab says I do not have one.  item#333570241328. 

It shows about 15 countries on my exclusion list that I do not want excluded.

There is already a current discussion of the restricted list that ebay has temporarily added this month because of covid-19
