I use eBay Canada to sell on, as it avoids the GSP problems
of selling on eBay.com. (many countries I sell to are now banned for non-GSP sellers)
I'm based in Japan and ship from Japan.
So now eBay tell me I can't get a 20% TRS discount even though I qualify for it.
The reason they give? I'm not a Canadian citizen.
Is that right? I can't find any reference to this on eBay Canada.
Do you really need to be a Canadian citizen to use eBay.ca?
btw. this took over 2 hours on customer support calls to get this information.

You can be a citizen of anywhere to use any eBay platform.
TRS is for Cdns and Americans only, is my understanding. You have to live here.

I find that last bit very hard to believe as GSP is entirely voluntary.

When I list on eBay.com
I do get the 20% discount.
Even though I don't live in USA.
So it doesn't make sense that I do NOT get the discount on eBay.ca
Do you have the link to the ebay page stating Canada residency is required for TRS?

I don't get this "banned" business - I have no problem shipping to Russia whether I list on .com or .ca.
I would suggest, though, that you should list on the .com platform - just don't offer GSP for your listings.

I too noticed that list of excluded countries that I never set up anything for when I listed on .com last month.
No matter what I tried that list of countries would NOT go away!!

I'm sure "surplus" set that up as the list is different than the list of countries you're talking about.
But you're not alone as I said in my previous post. I too experianced that list you mentioned earlier being present on all my .com listings.....

yes, that's was my first thought, however he did say he had "no problem shipping to Russia"
and yet Russia is in his list of banned countries for that item.

Ebay does not verify citizenship, they don't verify anything, you can change your registration country instantly via Account -> Addresses -> Registration Address -> Change -> Save. No scrutiny whatsoever. Welcome to Ebay Canada.

That exclusion list that the OP is referring to appears on most media listings done on .com. That started a while ago but ebay has never given an official eason for the exclusions. There has been a lot of debate on whether or not it has anything to do with gsp though.
That is really odd about not getting the 20% discount as you do have TRS plus on .com and TRS on .ca. Did you get a message from ebay saying that you would no longer get it? You used to get the 20% when you listed on .com..correct?
The reason the reps gave doesn't make sense to me as technically, there is no specific TRS program for .ca but we get TRS here if we qualify under the global program. Since you have the badge, you should qualify???
OP, does your dashboard say that you don't qualify for the discount and/or global TRS?

It's a nice idea... but I don't think it will work. The "Registration address: Your main contact address" has to be genuine and has to have a working phone number. Even if eBay are dishonest with me, I can't bring myself to behave in the same way.

Correct, I used to get the 20% discount. About US$300 per month... which I hate to lose!
The seller dashboard says I don't qualify,
but on my seller performance page it shows that I do qualify.
It's all very unfair.
