how to put a promotional banner on a listing on ebay

Can you provide more specific details about what you had in mind?  It would help everyone to offer suggestions as to what is or is not possible.  I don't think adding some sort if promo "banner" is doable, other than having a sale and the discount are sort of an attraction itself on a listing,  but could be I just don't know what you mean.

I know what you're referring to.  That programme is unfortunately not available on eBay.ca (at least not yet).

I should add that it seems only to be available to store owners on .com.  

There seem to be two terms used on .com for this feature.  What is referred to as "Sales Maximizer" is available through the new .com Seller Hub as "Order Discount", or under "Manage Your Promotions".  In any case, the feature involves setting up a discount (or free item) based on the buyer's order size.  As usual, there is confusing and conflicting information on the eBay.com help and seller pages, but I think the two terms refer to the same thing. 

I don't know whether a Canadian-registered store owner would have access to this feature when listing on .com -- since I list on .com, at some point I'll try it out and see.  One thing I did run into was a formal "Terms & Conditions" document that had to be agreed to before proceeding with Sales Maximizer.  It's worthwhile reading those terms before jumping in.

I'm a .COM kinda guy.

I'm also paying .COM ie US$ rate for my anchor store 😞

However it seems I have access to everything, the new hub, the promotional material, promoted listings including "advertising", which has been a useful tool. (it's one of the things we get rebates on with anchor stores, if the rebate works, which it hasn't been yet).

I haven't tried the sales maximizer, so I can't say for sure about that though.

It should eventually be available on .CA, theoretically that's the reason why they dropped the dual currency so it is easier for them to implement new stuff on the .CA site....
