Unless you're purchasing from Asia, shipping charges are very expensive. That's nothing new.
These "new import charges" have always been around, just never enforced by ebay. "Gifts" that are valued at $20 will not be charged, while anything over is charged.
If you don't like the GSP, don't buy from sellers that use it.
Also, I would have to disagree with your statement about 75% of buyers being Canadian... I'd say probably about 80% are from the US. ebay is a site created in the US, and was originally designed for Americans.

Postage prices are set by postal authorities, not by eBay. Couriers also set their own fees. The actual cost of stamps does not include taxes or fuel surcharges.
These costs are not related to the value of the item being shipped, but to the dimensions of the parcel.
Sellers are allowed to add handling charges to those charges to cover packaging costs.
Sellers are also allowed to choose the shipping service they prefer. This allows the seller to choose a service that insures the parcel against loss or damage in transit and to confirm that the buyer has in fact recieved the parcel. These services are more expensive.
The Global Shipping Program is, I believe, a mistake and particularly hurts Canadian buyers. Because it has been poorly explained to US sellers, the high cost of the program due to the charges added by Pitney Bowes because shipping has moved from the postal system to a privately run courier system. The program has no impact on eBay, who may even benefit from fewer "non-delivery" disputes and from fees charged on the higher shipping cost. But in the long run, it will have an impact on US sellers faced with very unhappy customers and unhappy foreign customers who dislike the increased shipping cost and stop buying from the USA.
