"You sellers, who we now f&#* for an 18.0% commission, including taking that same cut from the ACTUAL advertised shipping rates you historically payed until recently?
Well NOW you can't recoup some of your Fleabay incurred losses because we're going to advertise what you're now paying on shipping!
So not only are our fees higher than ever;
Not only are you ONLY allowed to leave positive feedback for even the thieving of buyers;
Not only do we ensure you cannot remove negative feedback from those same typs, even if you prove it to us?
But NOW we've made sure that you can't recoup some of the shipping costs we steal from your pocket with the 18% we take FROM YOUR ACTUALY SHIPPING COSTS!
You'll now sell more but make less but our quarterly dividend checks will GROW!!!
xxoo,
Ebay Cares!"
Corporate Greed is going to push people to the breaking point some day sooner than later, especially when 81 psychopaths have more wealth than 3.8 billion of us.
I've been selling here since 1999:
This company just gets more and more aggressive AGAINST
their bread and butter:
Sellers.
"We make it easier for you to make LESS money on Fleabay"
Now I'll just wait for those with the personality type to never push back or "rock the boat" to spring to Fleabay's corporate overlords and say: "It's okay! If you don't like it? Stay silent!"

From a sellers perspective it is your choice to have the discounted rates turned on or off so buyers can see a lower rate. They won't see the actual discount. Just that it may be lower than someone else that has the same item available. (Wrench gets thrown in when distance or different countries are factored in.) The lower rates mean better chances of sales when buyers compare. If you need to add a handling charge, that is at your discretion. The buyer won't know exactly what it is or how much unless you make it excessive. It is similar to sellers that use the concept of free shipping. Just means seller is either building it into their price or they have an awesome margin when they bought the goods originally. All about making your items as attractive to buyers as possible. The other advantage of discounted shipping is you will pay less in FVF's. Anything to do that is always a good thing.

That is a .com announcement so afaik it doesn't affect sellers listing on .ca. If a seller is using calculated shipping on .com and don't want to charge their buyers the discounted rate they can change their shipping preferences back to charging retail rates. Buyers will see what was charged, not what the seller paid.

eBay has two shipping calculators. One that uses the counter rates for Canada Post, and one that uses eBay's discounted Canada Post rates. It used to default to the counter rates. It sounds like they are now changing it to default to eBay's discounted rates, that are available to all sellers. Likely to push sellers to print their labels directly through eBay.
It doesn't sound like anything is changing that you cannot opt out of by altering your shipping policies to use the calculated method that you prefer.
As far as eBay charging fees on the shipping portion, there are ways to recoup that if you believe it is a valid part of the shipping expenses. You can charge a handling fee on top of the calculated shipping in order to cover whatever you decide is part of the shipping cost. Supplies, fees, your lunch that day, etc. It's your call what you charge for shipping. If your average calculated shipping cost is $20, you could add a $5 handling fee to cover the fee portion of the shipping.
I am not arguing for or against the above, I am simply stating that it is an option.
With that said, what you charge for shipping is mostly a marketing choice. This is obviously an over-simplification, but whether you choose to add a $5 handling fee or increase the Buy It Now price by $5, the result is the same, it just comes down to which one you think will look more attractive to the buyer.
