I have been thinking about selling cosmetics from Korea to Canada and i dont know where to start could you guys advise me with all the requirements I need to sell cosmetics on from korea to canada?

Certainly. To start, you need some experience using ebay. It will make you a better seller and also inspire confidence in you to buyers looking at a feedback count of a number greater than zero. Plus, it offers you some armour against unethical buyers who might look for new sellers and try to exploit their inexperience using the site.
Do you have an ID you already use for buying? If so, start by selling with that one and use your new ID (this one) to buy with on ebay from here forward, if you decide want to keep separate IDs for buying and selling.

As I have a connection with my partner who lives in Korea and is willing to sell some cosmetics on eBay Canada from Korea, I would like to know If I need to have a certificate or something or if I can just sell Korean cosmetics without any problems. My partner will be the supplier in Korea and I will be the advertiser in Canada in the business.
My question is do both of us or does either of us need approval in Korea or Canada. I have been researching how to sell cosmetics on eBay Canada. I found few articles and writings that claim I need to have Cosmetic Notification Form or I have to comply with the Food and Drugs Act in Canada. However, I have seen other sellers selling the same products and am not sure if I can just sell cosmetics that are already sold without any restrictions. I don't know what to do as I am a beginner on this. I would really appreciate it if you inform me things I should know before I start selling cosmetics

No. Although you should check to see if any of the brands you plan to sell are covered by eBay's (anti-fraud) VERO program.
You don't need a business license or tax number.
You DO need to keep careful records and to add any profits to your income tax form. That's profits not gross income.

Be sure to put the location of the product on the listing, not your location.

That's a good question.
Korean cosmetics have a good reputation for purity and quality, but I doubt the companies have ever bothered with certification from a small market like Canada.

Then on the Sell Your Item form you give the location as Korea.
The reason is that your buyer will be aware * that it will take a couple of weeks for their purchase to arrive and they may pay import fees to the carrier on their doorstep.
Pay attention to shipping!
Shipping is the hardest part of selling online.
And never never never ship Surface.
*In theory at least, in practice, Buyer's Don't Read.

Is that brand of cosmetics being sold anywhere in Canada right now? If not, cosmetics may have some sort of regulations that they have to follow in order to be imported. For example they may use certain dyes that are not allowed here. Here is a government website that may give you more information:

They are referring to shipping by surface to overseas locations. Those go by boat and can often take 1-3 months to arrive. A buyer is likely going to file an item not received claim before that date.

USPS no longer offers a Surface service because it is so slow. Canada Post does, but it should not be used.
