Why is it when I choose "Canada Only" search filter settings I still get USA items listed for sale?

You shouldn't; you're probably seeing Canadian-located items listed in USD by their Canadian sellers. That would be my best guess..... 

 

Unless there is some weird search-location-glitch going on at the moment.

 

There have been no end of small (and large) glitches as of late.

 

Maybe log out, clear your cache, log back in, and try again.

If there are no items located in Canada, search results will show items from US and international.  The line that shows there are 0 items is small, and centred at the top of search results.  It can easily be missed, since your eye is naturally drawn to the first item.  Also if there are only a few items located in Canada, there will be a line division after the Canadian ones, followed by eBay international sellers.
