I am going to assume you are not happy because the quality is not good or what you thought, in that matter, it is not up to ebay.
Have you asked the seller for something specific ie) refund, partial refund?
I think what you want/expect should be communicated. If the buyer does not attempt to rectify the issue to your satisfaction THEN You would involve ebay.
I hope it works out for you. I know from experience (both sides) it can be very frustrating
