Beginning June 6th 2007, if you make a purchase on a non-Canada eBay website (such as www.eBay.de or www.eBay.com), your PayPal Buyer Protection or eBay Standard Purchase Protection coverage will be based on the protection coverage offered on that non-Canada eBay website. The PayPal Buyer Protection coverage for purchases made on www.eBay.ca (Canada website) will remain unchanged.

Beginning June 7, 2007, the following fees will apply to PayPal ATM/Debit Card transactions: 1% Foreign Transaction Fee for cross border PayPal ATM/Debit Card payments or cash withdrawals. This fee will apply even if the transaction does not require PayPal to make a currency conversion. 1% for PayPal ATM/Debit Card payments or cash withdrawals that are not cross border transactions but require a currency conversion.

Cross Border Transaction Fees For Receiving Credit Card Payments Into Personal Accounts

Effective Date: June 7, 2007
Beginning June 7, 2007, there will be new crossborder fees for receiving credit card payments into personal accounts. The new fees will be 2% in addition to the fees currently posted on the Transaction Fees for Cross-Border Payments Page.

Changes To Privacy Policy
Notice Date: May 9, 2007
Effective Date: June 7, 2007
Beginning June 7, 2007, the following changes will be made to the Privacy Policy:

* Revised versions of the Privacy Policy will be effective at the time we post them. In addition, if we make a material change to the Privacy Policy, we will provide you with at least 30 days’ prior notice of such a change by posting notice on the Policy Updates page of our web site.
* If you are buying goods or services and pay through PayPal, we may provide the seller with the shipping address for the goods and your confirmed credit card billing address to complete your transaction with the seller.

The change to the PayPal Buyer Protection is only announced on the eBay.CA Announcement Board and not on .COM.

Does this mean that only Canadians will be hit by this change not USA registered buyers?

We wanted to let you know about improvements we’re making to buyer protection on eBay.co.uk and eBay.ie.

From June 2007, PayPal will provide £150/€200 of coverage with no processing fee, no minimum purchase price and no seller requirements for all UK / IE buyers who pay with PayPal. This coverage protects buyers for purchases made of certain items which are either not received or for those that are significantly not as described.

Additionally, buyers who use PayPal to purchase items from eligible sellers may be entitled to up to £500/€1000 protection.

Buyers can look in the Meet the Seller, Buy Safely section on item listings to see how each specific listing is covered.

The protection offered by PayPal is an expansion of PayPal Buyer Protection and replaces the eBay Standard Purchase Protection Programme which previously covered most eBay listings for up to £120/€200 minus a £15/€25 processing fee. We’ve responded to community feedback that eBay Standard Purchase Protection wasn’t meeting the community’s needs, so we’ve decided to retire it and just offer simplified purchase protection through PayPal – making coverage on eBay much simpler and more comprehensive.

My understanding of "cross-border" is that it is THEIR border, not ours. In other words, if you are a Canadian with a Canadian registered Paypal account and you use your debit card in Canada, you will be charged a foreign transaction fee.

I stopped using the debit card and now transfer.

I just can't get over that - I can see a class action lawsuit eventually over that one,
basically what it comes down to is another fee, for doing exactly what we already pay for - I can't believe they can charge us even if there is no conversion - as I said, UNREAL!

Buyer pays in CA funds to CA seller using paypal.ca - Paypal in the USA charges us for it on top of the fees we already pay for the service? They truely are nickle and diming us out of business

Here I am on another thread....but really, the answer amanda just gave still does not make sense.In Canada we are using a universal currency, not as popular as the old US dollar, but it's not like these are Euros or Sterling.Nothing wrong with their money, but it seems very odd to be classified as foreign when we are the US's closest neighbours, sort of.All the work that has been done for global economic FREE TRADE, with specifically Canada and the US, should maybe be recognized?


This is also just a bump so that this doesn't get lost in the shuffle.I think this is a very critical part of eBay and Paypal and have loved using the system as it has been, minus fee increases.This is not acceptable and I think Paypal should be embarrassed and ashamed for what is really double dipping those fees
