Bought from a seller in Slovakia, think I got ripped off

Bought a couple items from a seller in Slovakia a couple weeks ago for VERY cheap asking prices. Seller has low feedback & their listings say to buy right away because they're leaving ebay for 2 years after the listing end. I was weary about buying from them but figured they might just be having a hard time selling because of thier feedback & location so I chanced it.
Tonight I sent a reasonable offer on another item they had listed and was messaged an incredibly rude message calling me stupid & complaining that I made an offer and complaining about "people like me" just wanting to resell. So I gave it right back to them and told them to remove the offer option if they're not accepting offers. Also at this point I notice there was no tracking provided for the first order and when I questioned this he sent several more messages within a few minutes trying to extend the time shipping should take, called me stupid some more, still complaining that I made an offer and then complaining about the price I paid for my first purchases.
Now I still really want to believe my items are coming but find it hard to believe after all this. How long should I keep waiting? If they are coming they should be here in the next few days. If the seller shuts down thier ebay account do I have any sort of buyer protection?

Look up your orders and see what eBay has for delivery times. You can open an Item-Not-Received case up to 30 days after the last estimated arrival date.

 

Can be sooner if you see the seller is no longer registered on eBay. But sounds like the seller is trying to raise some quick money and is not happy with the results. If they were going to scam you, they would have accepted your other offer, rather than complain.

 

In general for offers:

A buyer's "reasonable" offer is not necessarily a seller's idea of a "reasonable" offer. But that's not an excuse for the seller, they should have just turned you down or made a counter-offer.

Yes.
While eBay may shut down a seller on short notice for egregious behaviour, the seller cannot do this quickly, for exactly the kind of situation you are in.
 
You are covered by eBay's Buyer Protection program for 30 days after the last estimated delivery date.
Given that this is Slovakia, which is pretty First World (although your seller sounds as if he was raised in a sty) that should be about 20 days from purchase.
If your item hasn't arrived by the estimated date, open an Item Not Received Dispute through the Resolution Centre at the bottom of the page.
The first suggestion is to contact the seller, but you have already done that, so just move right to the Claim.
 
If the seller cannot prove delivery (not shipping, Delivery) you will be refunded.
 
If you are past the eBay deadline (or if someone with a similar problem is reading this), you can also claim through Paypal for 180 days from payment.
