Buyer bids/wins, says will neg for shipping costs

OK, my turn it seems. Had a buyer from Canada, bid and win on an item. The listing says to email for shipping quotes for within Canada. Wellllllll needless to say the wanna be buyer didn't do so before hand. The shipping and handling (14.05 shipping and mere .95 handling to cover bubble wrap etc etc)He now is very unhappy, and clearly states the feedback he leaves for me will reflect that. Ahh I could think was lovely, thank you Ebay.
I emailed him back and told him if he didn't like the shipping and handling charge I would just go ahead and cancel the sale.
Can I report him for feedback extortion?

In our the eBaY CanadaPost Shipping Module was not working so the Buyer could not get a quote however he proceeded to bid and then win the item and afterwards requested a shipping quote. We provided the quote and immediated he fired back NO WAY IT COSTS $16 TO SHIP A 4OZ LAPTOP PART TO USA I WILL ONLY PAY US$6.00 SINCE IT WILL COST YOU ONLY $1.00 TO MAIL IT OUT.

Anyhow to make a long story short - after a few emails back and forth we asked us to cancel the sale - which we happily agreed to (all the time I could have closed the dispute and he would have received a NPB Strike) but I wanted to be nice so I sent the MATC request he accepted then proceeded to leave us negative feedback.

Nice eh, next time I am not going to be ask nice and will close the UPI since he would have neg'd us anyways.

Oh ya the item cost was .99cents.

My listing too was only 99 cents, but weighs .540kg
He paid the invoice, THEN emailed me his nasty little note.

AS we both know CanadaPOST has minimum box dimensions for expedite parcel and also a minimum weight which is 1-LBS.

Tried to explain this to the the buyer but they would not understand.

I know we will see alot of these types of situations and a SELLER will not have much they can do. eBaY has not and will not tell us how many times a buyer can do this before they are banned.

My guess is that they will be quite generous - at our expense.

Hi PStacey,
This may sound a little 'off the wall' but I've found that I have had to play 'Poker' with a lot of buyers in the past. I don't think this email would classify as a feedback extortion type, but rather their probably just trying to get you to drop your price or give a partial refund if already completed.
I've had quite a few of these types in the past and my poker method was to always answer in kind first as you did, but after a few exchanges like this with some of them, their emails seemed to get even more abrupt than the last. When this happened, I wrote back again and said, 'That will be fine, since you want to persue this, this way anyways, "Why wait? Lets just exchange these types of feedbacks now and skip the threats if you don't want me to try to settle this with you amicably" (that still leaves the door open for negotiation, your just putting the shoe on the other foot)
I know that these type of response is a little different and maybe unusual? But, although I have recieved a couple of Negs over the last 2 years, never one when I've used any of these techniques.
I also realise that when I do it, with fantastic success, it doesn't improve relations with this buyer in the long run, but who wants them back anyways?
