Despite having a 100% buying rating and meeting all requirements, this one particular seller (SWSELLER), has me blocked from purchasing from him. Ive even purchased from him before in the past and the transactions were positive, prompt and positive feedback left. I left inquiries as to "whats up?", but fails to reply. I'm baffled and quite annoyed by being shunned. I find it ignorant and bad business. And takes?

Your transaction went fine and seller refers to future business. It is possible that seller blocked the wrong ID but if he won't respond there is nothing you can do but let it go.

My guess is it has something to so with the 17 complaints in the last 100 that you've left for others. Even when comments are **positive**, low Detailed Seller Ratings are extremely harmful to sellers. I'm guessing that the comments that you've left, while either back handed positives or neutrals, have left this seller nervous to do business with you in the future.
You are welcome to leave whatever feedback you feel is appropriate within ebay's rules.
Sellers are allowed to block any buyer they don't feel comfortable with.

An eBay Seller with self-proclaimed 100% rating banned me from buying from his online antique bookstore solely because he got all hot and bothered by a question that I asked him before purchasing. When I didn't receive a reply after re-sending my query twice, I went ahead to buy the item only to learn that the Seller has banned me.
I was against eBay ever since it first became popular and finally relented earlier this year. I have always been (overly) polite and respectful, and have always paid immediately in full. I only bothered with auctions twice (which was easy, because there weren't any other bidders) and just paid the 'Buy it Now" price for everything else I bought on eBay.
I have since learned that many Sellers obsessed with a 100% rating engage in bullying buyers who are less than satisfied. There are indeed malicious buyers, as well as just plain foolish buyers who seek to blame everyone else for their own oversights. Tragically, this is the exact same case for eBay Sellers; when Sellers make careless mistakes, the buyer always suffers in some way. Why then should a Seller receive 100% ratings when they made an honest buyer suffer? I was baffled at being blocked by said book seller, because it was only the second time I had bought anything on eBay, and I had not done anything wrong. The Seller's stroppy temper over my unanswered question was the first of many unfair situations which this eBay/PayPal culture necessitates. In the less than 50 eBay purchases I've made, 10 of them involved undue frustration due to simple carelessness by the Seller or outright rudeness and abusive behaviour by the Seller.
I've learned the hard way that being polite and honest is seldom advantageous. Maybe in another decade or so, more checks in balances will be in place to truly protect eBay buyers.
