Did this happen on another account? No matter, just a couple points first:
If you list the item with a start price of $1300, and someone bids $2000, all you will see is that
$1300. Until someone else comes along and bids.
Ebay auctions are not like live auctions. On ebay, a person can bid his fullest amount, but
ebay's automatic system nibbles at it until someone finally overtakes it, say, $2001.
If you plan to use ebay auctions much at all (selling or buying) you really need to have a good

Now, if you want to sell the item to this particular buyer, you simply set up a listing at the agreed
price, including shipping to his address, and you can put his user ID as the title, and the instant
you have it ready you send him a note with the item number and tell him it is ready to go.
That said, if your item is truly spectacular, a lot of sellers would decline to sell quickly because
so much of the bidding activity happens in the last few minutes of the auction. It's called sniping,
and it's when the serious bidders show up to try to nab it at a preferred price before anyone else
has the chance to outbid them.
But if you choose to go ahead with the sale, -- you knew about paypal's 21 day hold on new and
occasional sellers, right?

And you certainly know that you are not to send any item until you have checked your paypal
account to ensure you have been paid (even though the funds may be 'held') and that paypal
has indicated it is safe to ship the item.
You know that you must never rely on those fake paypal emails that say payment has been
received (a common scam), - but always check your actual account.
On an amount that large, you knew you needed to send it Delivery Confirmed with Signature Confirmation, right?
