Hi Isell, It depends on the seeds.  See this eBay.com (eBay-USA) Help page with links to the US Dept of Agriculture and the US National Plant Board for lists of seeds that may not be imported into the US.  http://pages.ebay.com/help/policies/plantsandseeds.html
