Bought a fishing reel off a US seller (I'm in Canada). Got it for a real good price. It's not my fault there was only one other bid. Seller then cancels the transaction and refunds me, claiming that he does not ship out of the US, even though this item and all his other items are listed as international through the Global Shipping program. He only needs to ship it to Kentucky. Sent him a (polite) message asking why the cancellation but he has yet to respond. I have never left negative feedback before but I would like to in this case, but he would probably just leave me negative feedback in response. We both have 100% ratings so I don't think anyone wins there. If I agree to purchase an item I am legally bound to pay. Why does the same rule not apply to sellers?

\More important than feedback to a seller are the Detailed Seller Ratings that you leave at the same time.
A normal pleasant transaction should get a Five Star rating, if only because if your seller's DSRs drop below 4.3, his ability to list and sell will be severely restricted.
The lowest Rating is ONE star. Leaving no stars is a Free Pass for the seller.

Remember, only buyers can leave a negative comment, not sellers so I would leave him a neg!! If he set it up with the Global Shipping Program, he definitely intended to offer this item outside USA, otherwise why use the Global shipping program?
