Can't close case in resolution center

It has been 7 days and a few hours. I have 3 cases that are were opened by me which have not received a response from the buyers. I want to close them so I can receive the final value fee credits. The fees were very large because the buyers purchased great quantities from my Buy It Now listing but never paid. However I don't see an "action" drop down like instructions suggest. In the resolution center the case statuses show as "awaiting buyer action" and the only thing I can do is "see details" of the case and make a comment on it.

Please help, I cannot pay these huge fees when I have not even gotten paid for the items.

Has it been over 7 days since you opened the unpaid item dispute or 7 days since the listing ended? You should be able to close the case and give the buyer an unpaid item strike as soon as 4 days after opening the dispute,if the buyer never paid. This is what it says here.

Make sure you add the non payers to your blocked bidders list and set your buyer requirements to block bidders with 2 or more unpaid item strikes in the past 12 months.
