The rep from Canpar finally returned my call. I was asking about the diffrence in rates between Canpar and CP. Seems he feels CP is not the competition and he doesn't need to compete with them. I cancelled the service. Canpar does offer some things CP doesn't, like delivery of liquids, etc, but way too much.
I set up an account with Canada Post today.
I ordered a shipment from the US and its value was 250USD. UPS called today regarding the customs fees - 45.00CAD and gst. This was after I asked for a specific number. Now in touch with a UPS rep who will give me a better deal if I do a large number of shipments into Canada. We will see.
As far as customs fees, if a shipment is going to the US and its value is 200.00USD then customs fees. If coming into Canada, then value over 20.00 means customs fees. This is the law and not UPS's rules. ( I have not always been charged the fees even though the value is over 20.00CAD )
As for the end of the world? I accidentaly sent an original by mail to the GST office. ( I know, brain slap ) Well I sent another letter asking for the orginal.
Well. The original came in the mail today.

1. There is very little that incurs customs duties or customs fees for imported goods from the US or Mexico under NAFTA. What you are being charge are brokerage fees. Those are fees charged to clear your goods into the country PLUS fees charge to collect the Provincial and Federal tax on those imported goods, a double charge.
2. If your goods are sent by USPS to CP, the maximum amount of brokerage charged will be a $5 handling charge.
3. Depending on a reasonable volume of imports, UPS can act as your broker and set up a $15 per transaction charge however that means that if you import something thatmay NOT incur brokerage charges or very little (say a $30 item) you would still have to pay UPS $15 to clear it.
4. You dont pay the US brokerage charges on items valued over $200 US sent into the US unless you use CP's automated system. IN this case, prepare manual manifest and the only person who may pay the US brokerage charge will be your customer.
5. None of my US customers have ever had to pay any brokerage charges for items that I have shipped into the US via CP/USPS valued in excess of $200 USD.
6. There are other brokers besides UPS who will cut a deal on brokerage fees to handle your imports. Check them out before you sign with UPS. UPS are a bunch of cut throat liars from my personal experience.

1) yep, only brokerage fees.
2) yep, but this was a rush ( 2 days from Ohio ) and 4 large boxes. 60.00USD to ship to me
3)UPS 15 fee. Didn't know that. I guess that is what the rep was going to offer. On ebay, I will only buy if it is shipped USPS. No choice this time.
4)i don't want my client paying ANY fees. I feel that is something I should do.
5)same here.
6)any recommendations?
These purchases are not for ebay, and there fore are large shipments.

I dont have any personal recommendations. I am sure some other PSers can suggest someone they may use or just make a few calls using the Yellow Pages.
The brokerage business for UPS is huge in Canada. That is where they make all of their profit as they are supposedly loosing money on the delivery side of their Cdn business.
If you sign up with a brokerage company, they can tell you what your customer will have to pay for the $200 + USD items you ship in advance so you can either charge your customer or build it into your price.
Todd was probably going to suggest that you can clear your own items coming into Canada however they would come through via Buffalo so you would have to determine if that 2 hour drive each way was worth it to do yourself or retain a broker or just do as you are doing if the number of items is not that significant in a year.

Will use either one depending on speed and cost.
I will use UPS to do customs work and i get a lower fee. But I will still have small stuff sent to me via US postal service.
I think I will end up using UPS to ship large orders to the US. I will get billed for the shipment and the customs fee. I even get a free printer.
On the bright side, if I do $40,000 a year in UPS fees I get a free computer.

FedEx will try to tell you you can't do it, but once you tell them that they have to give you the option, and you're in Toronto, they'll oblige. In theory, you drive to the warehouse, pickup some paperwork, get it stamped at Customs, go back to FedEx and get your package. In practice, I've received two high value (but under $1600CAD) packages this way, had them delivered to my door even though they were setup well in advance for self-clearance...and I didn't pay a dime. No brokerage, no taxes, no nothing. Sounds good to me. Felt nice to "get something back"...twice.

Did you really look into UPS
1) They require the SIN of every purchase to America . Try getting that through an email
2) Did you look into the cost when an item get's damaged . A damaged item will get returned too you . You will have to pay duty on the return of the item . Oh and the shipping back, if they decide the item was packed porly . Your basically screwed

I am sending most business items via UPS. They aren't easily damaged and I get faster service. I get a discount off listed fees.
I am sending most ebay purchases via first class mail. When I list larger items, they usually go CP.
UPS Canada doesn't charge 5.00 extra for home addresses.
