For years I have been purchasing on ebay and shipping to a US address near the border where I live. All of a sudden I cannot. It completes the order but does not do anything.
Apparently because billing address does not match? When did this start? This was not an issue in the past. Now I have to go to amazon do avoid costly shipping to Canada....

There was a post about a similar situation about a week ago.
It may be that your particular seller has a Block on customers with non-US Paypal accounts.
Those payments cost the seller a tiny fraction more in fees than US-based accounts.
Most sellers figure the increased sales offset the higher fee*. It really is pennies on the dollar.
Some are penny wise and pound foolish.
Ask the seller if this is the problem.
*You use PP free, but the seller pays 30 cents per transaction plus 2.9% of the payment.

A lot of American sellers do not want to ship to what I call alias addresses or forwarders.
Many buyers are like you that have have an alias address to ship to to circumvent the no international sales.
By blocking all non US Paypal accounts, these purchasers can't pay for what they purchased.
The only way around it is to have a US Paypal account and a US Ebay account..
