So basically, I bought an item and paid for it immediately. A few days later (after the payment was still unclaimed) the seller told me they were having problems with their old account, and would like me to cancel that payment and send it to their new account. So far so good - but once I tried just cancelling the one transaction, it ALSO cancelled the linked transaction paying Pitney Bowes Inc. for the global shipping.
I could go ahead and just send the payment to the sellers new PayPal account, but I don't know if the global shipping center would appreciate an item showing up at their door for which shipping hasn't been paid. I cannot 'pay though eBay' again, as eBay thinks the 'transaction is being processed through PayPal', and I can't seem to request an invoice either (it gives me an error, I am assuming because it thinks there is currently an on-going transaction, even though it has been cancelled).

Well, I think this comes under "not my problem".
You paid to the address specified in the listing. Whatever problems the seller is having with that address is between her and Paypal. You paid. The item should have been shipped.
If you do not receive the item within 20 days, contact the seller (again) and ask for the service used and the Delivery Confirmation number.
If the answer is unsatisfactory, open an Item Not Recieved Dispute.
You paid.
The seller must ship.
