Has anyone activated both of the listing offers, the 100,000 in CAD and the 20% off Final Value Fees.
If so, when you list, does the listing qualify for both offers? (When you list 1 item did your offers remaining totals both go to 99,999 out of your 100,000 total) In other words, do you get and free listing AND 20% FVF?
If only 1 offer went to 99,999 even though you activated both, which of the two offers went to 99,999?
Not speculation please, sellers who actually have listed please. (If anyone even bothers to list items here anymore.)

Raphael answered that question on the weekly session today.
He said: I can confirm that these promos will not disrupt one another. One will give you zero insertion fees and the other, a discount on your FVF.

I activated free listings first (best value for me) and it does decrease as I list.
I activated the 20% FVF and the counter remains unchanged as I list. So I have no idea if it is actually working until I sell one of the items listed after it was activated.

OK - seems to be just the one until all 100,000 are used perhaps.

The second counter counts only "sold item" I think.

I listed about 600 items with the free listing promo and my counter went down by 600. No insertion fee paid whatsoever.
Then today I sold one book and the save 20% FVF counter went down by one. I then went to my fees page and saw that indeed 8% instead of 10% was charged as fee for selling this book. So yes both promo work at the same time

The 20 % offer only shows when a qualifying listing is sold.

So how does this 20% off fvf promo mix with the trs 20% fvf discount?

That was explained in details on another thread.
For example, if your fee is $10.00 and that transaction is eligible to the 20% off promotion, the fee will be reduced to $8.00 ($10.00 - 20%).
If you are also a TRS then the 20% TRS rebate will be calculated on your net fee ($8.00) for a further rebate of $1.60 lowering your net fee for that transaction to $6.40 ($8.00 - 20%)
