Do I have to pay to relist an item that a buyer has bid on and then decides not to pay?

Yes and no.

You are refunded the fees on the sale price, since the item did not actually sell.

However, the failed transaction is considered to be the same as no sale at all, and if you want to relist, you will pay the same listing fees as before.

Oh- I wasn't clear. EBay will only refund your FVF (fees on a sale) if they know your transaction failed.

You inform them by filing either a Mutual Cancellation (if your bidder is sensible and friendly) or an Unpaid Item Dispute (if the bidder has disappeared or is belligerent.)
