The first thing you do is change your password on eBay & paypal.
You should also change it on any other site that uses the same password eg facebook - eMail account - forums
Also check the information you have on file with eBay and paypal to ensure your correct information is on file.
There would be no purpose in some one using your account to order something if it was going to be delivered to your address.
Most Wednesdays at 1pm Toronto Time there is a question and answer session on eBay Canada where an eBay staff member responds to members questions and assists them with problems I would suggest you post there.

Here's our phone number: 1-866-348-9519 but I can't give you the code which expires in 15min since it pertains to my account only.

First off, the probable offender is someone in your home. Young children commonly do this because they don't understand the concept of 'paying for the stuff you want to have'.
So change all your passwords and don't leave your accounts open. Always check out in future when you leave eBay or Paypal.
In case there really is a hacker, check that the addresses you have listed for eBay and Paypal are correct. This is a good time to make sure they also match.
Contact the sellers and explain the problem. Ask the seller to send you a request for a Mutual Cancellation. If she does (and she is not required to) accept it promptly. This will release both of you from the fake transaction and will give your seller some of her fees back.
Leave her postive feedback that does NOT mention the cancellation. "Thank you for your prompt work on this!" for example. She should also get 5 Stars in the Detailed Seller Ratings for her help and forebearance.
