I was just looking for this myself a couple weeks ago for my birthday and couldn't find anything, so I would say the answer is "no". If you click on "Shop by Category", then "All Categories", then the letter G. You will see the category ebay Gift Cards and if you click that, there are zero items.
Canada sure does get the shaft from ebay on a very frequent basis.
