Example shipping To Canada a shirt....one seller charge 19.99
for priority mail int and another one charge 44.99...???????

eBay does have rules regarding shipping costs however they only apply to domestic transaction and only in certain catagories.
DVDs and Books are the two that come to mind.
On international transactions the seller can charge whatever they like however they can not charge more than they stated in the listing.

Most of these problems come from sellers who do not understand USPS shipping services.
They do not know there are different rates for Canada and for overseas.
They do not know when Delivery Confirmation is necessary and when it is uneconomic.
They do not understand why Canadian buyers have fits when they use the apparently cheaper couriers over USPS/Canada Post service.
Your shirt could travel by USPS First Class International plus a hefty "self-insurance" premium, and get to you at less than half the price of the Global Priority overseas service, the $40 seller seems to be planning to use.

Sort your search results with lowest price plus shipping first. That eliminates the need to stress over the cost of shipping...you are paying one total.

Both prices seem high.
Sellers can ship by USPS using First Class International and the cost will be under $10. for the probable weight of a shirt. But if you mean a sweatshirt or hoodie/bunnyhug, it would be more.
But FCI does not have Delivery Confirmation and many seller want that. Using DC within the USA would add a quarter to the cost of shipping. For a DC service to Canada the seller would pay $20 or more.
Then there is the new Global Shipping Program, which guarantees the seller that the item is DC and that he will not get bad feedback on his shipping. But many sellers have not realized there is a difference in cost between shipping overseas and shipping to Canada, choosing only the high International Rate.
For buyers, the GPS means slower service (the items have to go to a central shipping point for re-shipment), a customs brokerage charge like that demanded by other couriers (the GSP is run by PitneyBowes), and tax/duty as applicable (which is often waived by Canada Post).
And there is your $40 - poorer service for higher cost.
But.
It is stated and should be known before bidding.
You are allowed to contact the seller and ask for USPS service, preferably First Class International.
You are allowed to tell the seller (politely, we are, after all, Canadians) that you will not be bidding since he is using the Global Shipping Program.
Be careful, if you are bidding with a mobile device, full information on shipping may not appear. Only bid from a desktop.
Or buy Canadian.
