Hi moonshot..Expedited simply refers to , what should be , a faster (and more expensive) level of mail delivery by USPS ie Priority/Global Express compared to plain old first class mail.

Neither term is specific to the service to be used. From a buyer's perspective , USPS first class is fine. Many US seller will not offer and choose Priority because it offers delivery confirmation required by PayPal Seller Protection Policy.

If a seller offers more than one shipping option in his listings,the buyer is free to choose whichever one suits him best. Delivery confirmation for a buyer is nice but not necessary for buyer protection.
