Expedited Shipping from outside US

Ok so I was posting an item for sale and I noticed on the shipping details this.

U.S shipping

Flat: same cost to all buyers

Services

Expedited Shipping from outside US (1 to 4 business days) - Free shipping

I'm a Canadian seller. Why does it say "Expedited Shipping from outside US" does it mean that it is free shipping to the US or free shipping to areas outside the US?

Expedited Shipping from outside US

Check the URL - you may have been listing an item on eBay.com (USA). If it were on eBay.ca, the option would say 'Expedited Shipping from Outside Canada'.

It doesn't necessarily mean that the shipping is free. It means that the seller is using an 'expedited'/quicker shipping method and is shipping from outside the US. If it says "free shipping" under Shipping & Handling, then it's "free".

International sellers (from outside the US and Canada) that list on eBay.com / eBay.ca use the generic shipping terms (standard shipping, expedited shipping, etc.) as they can't use the specified shipping methods -- e.g. USPS First Class / Canada Post Tracked Packet.
