Why is EBay allowed to run the GSP scam! 90% of items sold on EBay are customs and duties free yet they are allowed to levy these false fees on International customers and get away with it. I refuse to buy from anyone who will not skip these charges. In fact I'm starting to use other selling sites rather then EBay.

First: GSP is an annoyance not a scam. Most items imported into Canada are subject to TAX.
Just because you can dodge the tax man at the border when items are shipped other ways, does not mean that is the legal government way.
Smuggling is an ancient art, practiced by many. GSP just makes it more difficult.
-.-
Second: Just avoid USA and UK sellers that use GSP -- it's not that difficult for a smart Canadian buyer.
-.-
Third: Send a letter to your MP asking that the $20 tax-free limit for importing by mail into Canada be raised.

You don't even have to stamp the letter.
