I think that is a Global Shipping Program tracking number.
It's a pretty useless number, but that's not important.
Tracking is a Seller Protection, it does nothing for the buyer.
If the last estimated date for arrival has passed, go to the bottom of this page and open an Item Not Received Dispute.
Don't bother with the seller, although it would be polite to let her know that the parcel was not delivered yet.
In the Dispute, say it is a GSP parcel.
If the GSP cannot prove delivery (not shipping, delivery) you will be refunded.
if the parcel arrives after that, the GSP does not want it back. Dispose of it as you will.
If you are not home when the shipment arrives the carrier (usually Canada Post) will leave you a Notice telling you where and when you can pick up the parcel.
