How can paypal protect sellers if the sellers sell the items for pick up only option?

I was trying to set the pick up only for my item. But the paypal may not able to protect the seller if the buyer charges back to claim he or she doesn't receive the items after the item has been picked up.

NO no no no no no.

You don't EVER accept Paypal for pickup.

Pickup allows the customer to inspect the product before paying.

And that is CA$H payment.

The buyer is protected by inspection.

The seller is protected by having cash in hand.

And yes, eBay allows and even encourages this.
