How come sellers can say they ship from the country you live in yet...have it sent from China...That shouldn't be allowed.

I isn't allowed. It's called item location misrepresentation and is reportable. The seller in question is dropshipping with a supplier in China. Sellers are supposed to indicate the true location of the item,not their own location,if the two are different.
Every listing has a report button to report things like this.

And Detailed Seller Ratings- An unexpected charge for duty and sales tax should deserve a low Rating for shipping cost, description and communication.
The lowest rating is ONE. A normal transaction gets Five stars.
