Your best bet is to regard it as a present.
If you had purchased an item and it was not as described, you would open a dispute with eBay/Paypal. Since the item was shipped through the Global Shipping Program, you would be told to keep the item and your money would be refunded.
This is because the GSP doesn't want to be inundated by damaged and unwanted merchandise for which they have no use and no storage capacity.
And isn't this an opportunity for fraud just waiting to happen?
Have you purchased anything that has not arrived in the past 30 days? Open that Not As Described dispute now. It is quite possible that your item went elsewhere.
These disputes apparently don't hurt the sellers, since they fulfilled their job (under the GSP) by shipping to the GSP plant in Kentucky.
