How do you upload an auction template from another company?

I would like to use some of the free templates that are offered online.  I don't know how you upload them onto an ebay listing.  Also, does ebay charge anything for this even though the template is free from an outside source?

Other than Auctiva, I do not believe you can use templates from outside sources. Someone will correct me if I'm wrong.
