How is it that I made a listing stating no 0 feedback bidders and a user with 0 feedback wins my auction?
What is the deal with that? and the buyer doesn't want to cancel

Well, we all were at 0 feedback when we started, and it's always been suggested that new ebayers start buying before selling to get their feedback numbers up. Is it a high-price item?

They pay and you ship.
I fail to see what the problem is.
Stating a restriction in a listing does not make it so.
You can say you don't sell to people with blue eyes or ship to Tecumseh Ontario or sell to people with zero feedback but that is non enforceable there are only specific buyer blocks that you can enact and they and the process for doing so are explained here.

When you create a listing, there is the option to block buyers with 0 feedback (there are several choices). That way, you don't have to write it in your description...which doesn't do any good anyway! But as mentioned above, if the buyer pays, that's all you really need, correct?

catsnewife -- There is no such option.
The closest thing is in Seller Preferences we can Block bidders who do not have an active Paypal account. Many of those potential customers are newbies who have not yet set up their Paypal accounts.

Stating no zero feedback bidders is not blocking zero feedback bidders. You can block bidders with feedback of -1 or less but not zero feedback bidders as you have found out.

I looked at your completed listings. You want to cancel the transaction for 99 cent item? If the buyer has paid, ship the item.
