How do you know it hasn't been shipped.
How long since the auction ended.

Sellers have up to seven days after payment to ship if they want to retain their Seller Protection.
But between themselves, buyers and sellers can make other arrangements.
Buyers have up to 45 days to start an Item Not Received claim.
Buyers have up to 60 days to leave feedback and Detailed Seller Ratings.
If more than 20 days have passed without communication or your item, start a Dispute.
If the seller has shipped, but more than 35 days have passed, start a Dispute.
Remember that once in the mailstream, the seller has no control over the speed of delivery.
