Hi there
I won an auction few weeks ago over a pair of boots
The communication is slow if not at all.
The seller then told me he didn't know i was an international buyer ( Canada )
He then cancelled the transaction and refund me.
I asked him what did he suggest, what's the next step ? Im willing to pay any change in shipping charge.
No answer for weeks.
Seems like the seller can't handle shipping a simple pair of boots to Canada.
Should I wait more or leave bad feed back ?

The boots were sold at auction for US$ 32.00
Shipping was indicated asUS $29.31

$46 does not cover what the listing stated.
Why did you only pay $46 instead of the full amounts stated in the listing?
That may explain why the seller refunded and refused to deal with you.

It sounds like the seller wasn't even aware that their listings were set up with the GSP. That may not be the case but I have heard of that happening quite often. That seems to be a problem with the way GSP was implemented.
It is odd that the buyer was able to pay just a portion of the fees (item price + import fees?) and even odder if the seller paid back the import fees.
I know..I know..I'm assuming. 🙂

I also noticed that your winning bid ($32) was placed with only 5 seconds to go in the listing.
Prior to bidding, did you have time to read and understand the "shipping charges" and "import charges" as shown in the listing?

Of all people, you should know better!
My assumption would be that the buyer - instead of paying the amounts shown on the eBay confirmation - asked the seller for an invoice without indicating he was from Canada. Since the shipping within the USA is $14 it would add up.

I paid what Ebay told me to pay
A brand new pair of Dr Martens, made in england sell for 240$Can on their official website.
I was willing to pay for shipping and all, no problem.

The listing told you exactly what to pay if shipping to Canada.
To answer your original question, it would not be appropriate for you to leave feedback in the circumstances. The reality is that you did not pay for the full amount as shown above (price + shipping + import charge) and it was correctly refunded.
