Hi,
I have a strong feeling that the winner of my item is a "dud".
0 feedback from Russia willing to pay more for S&H than item costs.
Plus the username is made of numbers.
How can you block 0 feedback from bidding ?

Go to the site map > Manage Bidders
You can either cancel that transaction or Block the bidder entirely.
We can\t Block 0 feedback bidders entirely, and newbies are some of the most enthusiastic buyers, but you can use your Seller Preferences to Block bidders who do not have active Paypal accounts, which is much the same thing.

If I ship a $10 paperback to Alberta, my customer will pay $12 for shipping. The cost of shipping and the value of the item are not related.

Weren't you at zero when you joined? Did anyone block you from bidding?
I'm not sure why the buyer paying for S & H would make them suspicious. They're suppose to pay S & H. If you have problem with shipping to other countries, limit your sales to Canada only.
I think you're seeing problems where they don't exist.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
