I ordered one item 1yr ago, but still not receive it. The sell messaged me that they resent it on April, July and Sep. I trust the seller and closed the request. Now I want to open a request again. But too long time, I can not find how to open the request. Thx

They lied.
You were defrauded.
Once you close a Dispute, you cannot reopen it.
Unfortunately at this late date there is probably nothing you can do.
In future, allow only 20 days for delivery from North America, 30 days from payment for delivery from Asia. Europe is usually faster in my experience so allow 15 days.
Then contact the seller and ask the date of shipping and the service used. Also ask for the tracking number.
Don't worry if there is no tracking number. Many sellers do not use them on inexpensive items.
If the seller does not supply adequate information, open an Item Not Received Dispute through the Resolution Centre at the bottom of this page.
The first suggestion is to contact the seller, but you have already done that so go to Step Two and escalate to a Claim.
If the seller cannot prove delivery (by supplying tracking that shows delivery) you will be refunded. If the seller does not refund you himself, then eBay/Paypal will, and go after him for their money.
EBay only allows 30 days after payment for a Claim. Paypal allows 180 days. If you are wise enough to back your PP account with a credit card, you can also file a chargeback with the card.
You also have 60 days to leave appropriate feedback.
For your current problem, my only suggestion is that if the seller left you any feedback, or if you left feedback for the seller, you can add a Response indefinitely. The most effective Responses, like the most effective FB, are calm and factual.
