I Cant see this transaction on my ebay site, but I can see it on my online banking...what the hell?

The $13.84 was the shipping amount that you paid for the blu ray. It was listed through the global shipping program which means the item will be sent by the seller to the Pitney Bowes shipping center in Kentucky and then on to you. If there had been import fees, those would have had gone to PB as well.
