The short answer is 'no'.
But you have to confirm you've logged into ebay.ca to find a greater number of Canadian sellers who list in Canadian dollars. Even Canadians who sell to fellow Canadians on ebay.ca are presented the option of listing in USD. (Paypal makes money on currency conversion.)
If you're logged into ebay.ca, the quick way of telling the item of interest in a search is listed in CAD is like:
If the item is initially listed in USD, it will look like:
c $28.31
Look for italics. The italics will tell you a currency conversion is taking place.
But if you've logged into ebay.com, the listings will always be offered in USD.
