Try this...delete your cookies and cache and restart your computer, then scroll to the bottom of this page and click on the "Feedback Forum" link, next page right hand side click on "Leave Feedback" that should bring it up.

You only have 60 days from the EOA (End Of Auction) to leave feedback.
