I bought a laptop about. Week ago and it's not shipped and the seller won't talk back what do I do ?

I tryed talking to him and still nothing I tryed to open a case and it just sayes it will be there on the 16 but I payed 20 bucks for fast shipping any tips on how to fix this ?

First off , this is mail order.

While it is possible to cancel an order within an hour or so of purchase, after that you are dealing with the postal system.

 

Don't worry, if it has been shipped it will arrive. If the seller is in North America, this may take around 20 days.

 

What do you mean by 'fast shipping" ?

Twenty dollars to ship a laptop would be very very low. It costs $12 to ship a paperback from Ontario to Alberta if it is over 3 cm thick and/or 500 grams, for example.

 

Where is the seller?

Was he using the Global Shipping Program?

Has he given you a shipping date and which service he used? Did he provide a tracking number?

 

For a laptop the tracking number is what you want. That will tell you where the laptop is at the moment. Don't panic if it says it is in Kentucky. That just means your US seller used the GSP. The laptop goes to a central shipping plant and then is transferred to Canada. Again, this takes about 20 days.

 

If the seller is in Asia however, be suspicious. It may take up to 96 hours to open an Item Not Received dispute, but if an Asian seller is not responding, open it as soon as possible.

The seller will be required to either provide the tracking number or refund you. If he does neither Paypal will refund you and go after him for their money.

This is also true for North American sellers, but the chances of fraud are slightly lower.

You tell us that you paid $36 and it is First Class shipping.

If this is from the USA, then he is using First Class International Package.

This is not a fast method of shipping and actually I don't think it is trackable across borders, although it was for a couple of years.

 

If you are really concerned, ask ONCE more for the tracking number (there will be one to the US /Canada border). If there is no response, and you are unwilling to wait for 20 days from purchase, which is, in my experience, the normal delivery period.

The first step is contacting the seller. You have already done that.

Move to Step Two and open a Dispute.

If the seller cannot prove delivery within the PO's delivery time, either he or Paypal will refund your original payment.

 

Meanwhile the parcel is probably on its way. Opening a Dispute often makes the parcel magically appear in your mailbox. Murphy's Law.

Note that you will probably have to pay duty and sales tax as well as a $10 service fee before Canada Post will release your parcel.

If you receive a refund before the parcel arrives, you can either refuse it, and it will return to the seller (eventually but that's not your concern) or you can pay the seller back his refund using Paypal's Send Money option and keep it.

Ethically you cannot have both the money and the laptop.

You can see from their charges that shipping heavy items across borders for speedy delivery is expensive.

How do you know the laptop hasn't been shipped yet? It may not have been delivered yet but that doesn't mean the seller hasn't shipped it out to you yet. You must be very patient with online purchases and especially if they are international. The item has to clear customs before it is delivered to you. 

 

In the US, the Federal Trade Commission says that a seller must have purchase delivered to the buyer in 30 days. A week is a long way from 30 days. 

 

Be patient.
