If it has been at least 20 days (because; mail order) since your payment cleared, go to the Help and Contact tab in the top right hand corner of the page.
On the scroll down menu choose Resolution Centre.
Choose the appropriate problem.
The system may tell you to contact the seller. This only the first step. If you have already done so, go on to the next.
If you have not, ask the seller for the date of shipping, the service used and the tracking number. If there is no response after 48 hours at the most, go on to the next step which is turning the Dispute into a Claim.
If the seller cannot prove delivery (that's the tracking number, and it is DELIVERY not shipment) he must either refund your entire payment or Paypal will refund you and go after him for the money. He will have other fallout.
Do NOT allow the seller to promise a replacement. It will probably never arrive either.
You have only 45 days to start a Dispute, don't wait past Day 42.
